So new California would obviously be a Democratic super-duper majority and East California would obviously be Republican.

What would North California be? San Fran is heavily Democrat but the rest of the land mass is heavily Republican but less populous. I'm not sure how it would balance out. Much would depend on precisely where the lines are drawn and I can't tell enough from the map to opine.

Is the guy who's proposing it a Dem or a Rep?

Man, I'd love to work in SoCal.
One day baby, one day.

Are there many P&C insurers in SoCal?

It would be super fun to have a state with the name "East" that is on the west coast.

Seems to be a righty wacko. And a bit of a crook. Has a university like Trump's.

The whole idea seems to be to make SoCal die of thirst. Most water would have to pass through these other "states."

Also, to those checking the score:

his idea probably would have the coastal region be called "California" and that light blue area be called East CA.

Looking at map here:
https://en.wikipedia.org/wiki/Cal_3

Note that no county is split, so figuring out R/D should be pretty easy.
