Depends on the card. For example some of the aftermarket GTX 1080 fans don't run at all unless the card is under load

Second that. Built one 5 years ago or so and I only play on consoles when I have friends over.

I like the relative simplicity of a console. I have an xbox1 (and switch but that doesn't seem to meet your needs). Seems most of my friends went the PS4 route. Go with what your friends do imo. It's more fun that way. If that's not a consideration, I don't think it matters much.
