The CAS piloted its first Technology-Based Examination (TBE) with the spring 2018 administration of Exam 5. The exam did not go as planned, and the CAS offered a make-up exam to all Exam 5 candidates a few weeks later. In light of this, the CAS Board formed a task force, independent of the Board, Executive Counsel, or admissions committees, to conduct an investigation into the significant issues that occurred during the administration of the spring 2018 sitting of CAS Exam 5 and to report back to the Board on its findings. This task force recently completed its investigation and provided the Board with a confidential report of its findings and recommendations for the administration of CAS exams via TBE in the future.

cas doesn't think it's worth the effort to revive this at this point because when they eventually merge with the soa, they'll be able to use prometric for this even though they said that prometric couldn't do it.

I think this is the biggest recommendation that the CAS should follow.


My suggestion is to also "beta test" the new platform with volunteers from the student population: perhaps offer a reduced pricing or a free "second attempt" soon after a paper-and-pencil administration.

The SOA has wanted something like TBE for years... and yet, they've never gone through with it. They certainly had enough money to develop exam stuff.

So, merger or not, the CAS has some serious operational risk issues to think through re: this approach.

Since there's no merger happening, maybe this is the time to revive things trying to make sure they get it right for the next time?
