A close friend of mine serves on the board of the Elmora Youth Little League, from Elizabeth, NJ. They're representing the Mid-Atlantic Region. He's obsessing just a bit over it.

It appears that sign stealing was not actually prohibited until 2017, though I haven't found if there were recommendations against it prior to '17. I seem to recall that was a huge thing with the Taiwan teams in the 80s and 90s; they'd try to get a kid to 2nd as quickly as possible so he could try to steal signs and relay them back. If successful, they'd then start calling out the pitch before the pitcher would throw it, rattle the opposition accordingly, and then effectively take batting practice for as long as they could.
