I understand it is contextual, but it is also confusing since the visual elements bare almost no relation to the data.

This is a common problem with any comparison across states/regions. Smaller regions will be at the top and bottom of the list because of their ability to have larger variances. Need to "standardize" if comparison across regions is to be done.
