People are upset because it's not communicated this way. "Employees will no longer have annual raises" is not the same as "Employees will no longer have annual raises except for special cases which we'll make an exception for behind the scenes but keep it a secret from the rest of the employees."
It's typically interpreted that there will be no raises even for good performance and you'll need to leave or get promoted in order to get one.
