Default Open Claims Database

Hi all,

Does anybody know if there is some public database with medical claims to be used for research purposes? It is necessary that the db includes ICD, provider, risk factors.
I would also need some kind of complementary information for off-setting the claims amounts (by exposure or premium).

There are some states with (All-payers claims) databases, if you want your research to be done on a certain state.

APD Council list of states (Roughly 20 with varying mandates)

Here is one detail, I am studying in Europe so I don't think the CMS will authorize me to use data from USA.
