Ive seen it for interns/ELs at career fairs. If we find some one that is just obvious top level talent we setup a day after interview at the campus and have an offer in hand waiting. The idea is to be the first offer for some one that will likely get 5.

Ive also seen it for remote positions, although I really dont like the idea of some one starting at the company 100% remote. Of the 2 times Ive seen this, communication with the remote person was an issue 2 times. They just didnt understand the company culture or really how we looked at our business.

The exact situation happened to me. 99% of the people I know at my company was offered an onsite interview as part of their final interview for an entry level position. However, I did my last interview over phone/Skype and was offered a job in the end. At that time, it seemed weird to be singled out and thought my chances were low, but it still worked out. Later on, the company flew me out just to look at the office and meet coworkers after I had already accepted the offer, so it didn't seem like a budget issue.

I was offered an internship after 2 phone interviews and no on-site. Was a bit surprised because company was local.
