Default Life Illustrations in New York

I was recently informed that New York allows only currently payable rates to be used in life policy in-force illustrations, even if not self-supporting. This was news to me. I went to look it up in NY Regulation 74 but do not see this stipulated.

Is this true? and can anyone guide me to where it is in writing in NY regs?
