FWIW, I've been using Ace Money for the last few years.

My wife I use it primarily to help keep track of the checking account to maximize money amounts to pay down various debts (car loans & then mortgage) and ensure "enough" is available for upcoming bills.

But I think it has all you need w/o requiring annual licensing. (Albeit, I don't use the download feature. So YMMV.)

Note that their Lite version is free.

Notes about the Lite version (from the FAQ page):

The only difference between full and lite versions of AceMoney is a number of supported accounts. Both versions use the same file format and have the same user interface, same dialogs and forms. Each account can be in its own currency and you will be able to record transfers between the accounts. For instance, if you have a checking account and a credit card account, you will record a tranfer from checking to credit card each time you pay the credit card with a check.
From that same FAQ page, why you might consider purchasing a license (~$40 for the personal finance manager):
