at this point it may be easier to find a new job and start with a blank slate in outlook.

Good Lord; you're an effing actuary. You're supposed to be able to work in VBA.

Write yourself a VBA macro in Outlook to remove attachments from emails, and replace them with a link to where the macro saved the file. (Hint: the Revolutions dll makes manipulating Outlook items easier.)

That probably will fix most of your space issue.

If that doesn't cut it, be aware that the contents of .msg files (exported from Outlook) are searchable.

Addendum: ...of course your IT policy might not approve of exporting .msg files. Might not hurt to look into whether IT policy tolerates local .pst files, which could be another way to avoid space issues.

Now that I think about it, perhaps you would be best served by going and getting a job someplace with a less draconian IT department.

This would work if people gave attachments unique names.

They do not.

But actually removing attachments isn't enough, embedded pictures throw me over so also need to be deleted.

.pst files are verbotten, the cap it sacrosanct.
