Yes you can. Do you have a different version of Outlook that doesn't have that setting just because you're in consulting?

Not a consultant, but I have plenty of external communication. Regulators, vendors, etc.

uh yes, physically you can, but it's not good business practice. i thought you would understand what i'm saying, but apparently you are slow.

clients can fire you. it's pretty stupid and also inconsiderate not to take 10 seconds to update your out of office to tell them that you're not there and therefore can't take their call/email. but i think you know this and want to be a contrarian for everything i say even though you sound like a moron with most of it.
