Default 1989 Pension Commutation Rules

Hello Folks,

I'm looking to do some reconciliation of commuted values of pension payments, and I would like to calculate these commuted values as of 1989.

I'm looking for any resources regarding the prescribed assumptions & methods that were in effect then.
