I'll just put this out here, not sure how interested you will be given that you had a list of programming languages already, but Python and various packages (numpy, scipy, pandas) will give you similar functionality that APL had such as being able to work with matrix arithmetic easily. The Anaconda distribution is free, and they have additional products that are reasonably priced:

Note that they have quite a number of quantitative finance people working there, I'm thinking alot of their clients are using this in the domain of mathematical finance. The main benefit here is open source, as cost is an issue, and you have the source code so can fork your own distro.
