If Company A has 50 actuaries and Company B has 60 actuaries, how many actuaries does the combined company need?

Answer: Less than 50.

Where are those Full Employment for Actuaries Acts these days?

Why less than 50? I would think somewhere between 50,110 would be right. Also, this is assuming you can find people with the skills to manage different LOBs that all 110 actuaries did before.

Yes, but at the rate providers are consolidating, will they be able to negotiate competitive contracts?

A lot of that depends on network requirements in the relevant state regulations, which can create a bunch of monopolies on the provider side.
