Pick up a satellite splitter. They typically go up to 2.5Ghz. This is most likely the issue.

For the static IP address, I would doubt it. Typically routers assign IP addresses based on the MAC so your device will always be given the same IP. Also, unless you disconnect it for a long time, it will continue to renew the IP so it shouldn't change. Probably.

If you have the Roamio and Mini connecting through MoCa, you don't need the Ethernet to the router. I've never used a Mini, but i'm assuming it's like the Roamio and it can only connect through one standard at a time and which one it uses can be set somewhere in its options. Pretty sure you're on the right track with the splitter, but at least you can get rid of one extra cable.

I've disconnected the ethernet from the Mini (and changed the ethernet setting to MOCA). Nothing bad happened, but the issue is still happening.

Wife says when she electrically unplugs the Mini and then replugs, it won't lose network for 12 hours or so. If you wait it out (as I do), it happens every five minutes or so.

monoprice has one for about $2.
Might go to Staples instead for in-my-hands-today.

OK, went to Staples and they didn't have it in stock.
Went to BestBuy instead, installed it last night.

So far no problems.

Update: it has been two days, and no phone calls from the wife complaining about the Mini.

Update: last night, it happened to me a few times while watching a show via the tuner, though delayed.
Each time, I simply clicked the "Return to TiVo" selection, and it was back to the "My Shows" list.
So, it's not the MoCA, not the Splitter, ... Seems an issue with either my Mini or all Mini's.
Next time, I'm going to write down the error verbatim.

RIP my 7-year-old TiVo. But I won't be chanting Wherefore art thou Roamio; this is the end of my TiVo days. It's become too expensive.

When I got the now-deceased TiVo I think lifetime was $250 and monthly was $12.50, but now it's $500 and $20 respectively. That along with the rise of viable free alternatives like MythTV and Windows 7 Media Center means no more TiVo for me unless those prove to be too problematic.
