Same spam-firm (different person) today wants to present me with two candidates who have "excellent" written communication skills, I should contact him if either "peaks" my interest.

No, despite your credibility as an evaluator of written communication, they do not.

I got a company's recruiters (mostly a guy but occasionally another girl) calling me every few weeks since I found them online in autumn 2015. The guy kept calling and emailing me for several positions up to 6 figure offers even when I was entry level before. Each time he pretended that he never talked to me before until I told him so. I stopped picking up his call and replying to his email but he still kept spamming me. What do you do with such situation?

Block his number and use google spam filters.
