Default Who would you hire?

As a hiring manager, would you prefer to hire a mediocre FCAS/FSA or a hardworking ACAS/ASA?

Depends on what I need them to do. The 2nd, if I don't need them to sign. And this is assuming that they'd be able to produce as well, since there are plenty of people who work hard but can't get anything done.

There maybe other factors too.

Salary budget
ACAS/ASA may still be taking exams
