I don't know that mods can change or delete an avatar. I think Tom has to do it. We have the ability to ask the poster to change it, to delete a post displaying the avatar (but that seems silly since there will be numerous others) and to give the userid an infraction point for the avatar. Tom can delete avatars and can withdraw avatar privileges.
