Default Excel Locked Cells

We have a number of workbooks that we control with locked cells so that formulas don't get changed inadvertently.

One of the hassles is that trace formulas isn't available when a cell is locked, at least as far as I can tell.

Does anyone know a way to lock the formula from changes, but allow the user to trace inputs to formulas around with trace precedents and trace dependents?
