I've worked with lots of accountants that aren't CPAs and underwriters who aren't CPCUs

Many states allow for non-credentialed actuaries to sign SAOs if they jump through the right hoops (that takes care of 1 minute of my professionalism requirement)

The fact that "credentialed actuary" isn't a redundant phrase says it all.

If their doing Actuarial work, they're an actuary, just not a credentialed one .

When you get credentialed the title you are awarded is "Fellow" or "Associate" not "Actuary".
