I can confirm that you don't need a passing grade on IA to do the FA. When I finished module 8, a message popped up saying that I was eligible to register for the FA, which I wasn't expecting. I registered for, started, and submitted the FA while I was still waiting for grades on everything from module 2 onwards.

Someone in one of the FA threads also emailed SOA and got confirmation from them that this was possible now.

Can someone tell me how long there memo was? Mine is only half pages long and I feel like I'm missing something big.
I wrote the spreadsheet errors in bullet points, but judged them to be minor and pointed out that the data was recent. My memo is based on the information in the excel file and ASOP 23. Do I need the Segal book for this task?

Are we supposed to recommend modifications to the data at all, such as removing entries or editing entries we are confident are wrong and know the correct entry?

I was wondering the same thing. I found 3 or 4 rows which could easily be corrected.
Can I ask how long your memo was and if you recommended the data be used?

Isn't the one mentioned by yunbao the older revised version updated from 2011?

Here is one that was adopted in 2016:

That's how I feel as well, although the majority of the responses on these threads gives the impression that the data shouldn't be used.
May I ask how long your memo was and if you needed the Segal book to do this module?
