Probably not random enough, but I think we should do an NCAA draft before the teams the actual 64, er... 68 teams have been determined. If we want to add a significant random element to it, we could score it based on 1 point for each win in either the NCAA or the NIT tournaments (and that'd add a lot of excitement to selection Sunday, where you'd probably rather have a team as a top NIT team rather than a 12th seed, so you'll be hoping a team doesn't get selected).
