For someone that has had their sights set on becoming an actuary since they entered college, and did everything they could to ensure that happened, they're going to find work. For people who might not have been as conscientious, they might not have as many opportunities as if they were graduating in nursing and looking for a nursing position.

One of my friends in undergrad used to have a rule about asking different people whether or not a class was difficult. He would say 'never ask a straight A student, they think everything is easy.'
This is no longer true. Most of the far-too-many 4.0 GPAs these days seem to have been obtained by deliberately avoiding difficult classes.

Can't really blame people for gaming the system when institutions place lots of emphasis on GPA.

This is why standardized testing is important.

Just look at how butthurt 4.0 kids with mediocre SAT scores want standardized testing removed from the college admissions process.

They also pressured CollegeBoard to change the SAT from a logic and g-loaded test to a knowledge-based exam.

How did the SAT change in that way? I thought the removal of analogies was a very good thing.

ETA: It has been a long time since I took the SAT
