No, it's not. Of course, the gummint says ketchup is a vegetable, so I can see popcorn showing up in school lunches going forward...

I mean it's a question of whether you mean botanically speaking or nutritionally speaking.

Botanically speaking anything that comes from a plant is a vegetable (including fruits, which are a subset of vegetables), so yes, popcorn is obviously a vegetable by that measure.

In terms of putting together a healthy diet, obviously you should not count popcorn as a serving (or worse, multiple servings) of vegetables.

This feels like a very silly question as both answers are totally obvious and the only thing that matters is the context and you've provided none.

Wikipedia seems to have varying definitions.

Still seems like quite a stretch to call fruits vegetables.
