Isn't the idea behind a shorter work week that more jobs will be created?

If you have 3 doctors working 40 hours a week, you could change to 4 doctors working 30 hours a week, and get the same number of doctor-hours per week.

Not making a judgment on this idea, that's just how I've heard it presented.

In that case what you're really arguing is that we shouldn't hire foreigners because who would go to the trouble if you're just going to pay them American wages anyways--might as well hire an American.
