Question Health Reserves & Valuation Manual

The SVL appears to encompass all life & health products, regardless of carrier type. So far, PBR has affected LTC via incorporation of AG51. Has there been any motion toward applying PBR to more health coverages (or blanket exemptions for HMOs, Blues, etc.)?

For short-term health coverages, would PBR-style reserves likely be the same as now?

NAIC's HATF charges seem largely focused on PBR. This reinforces the inclusion of all health care coverage (i.e., not just insurance). It's unclear whether health carriers, especially HMOs and the Blues, are even aware that VM-25 is intended to include them.

Would this require health carriers to provide a report compliant with VM-31?

Does LTC have to do PBR/VM31 report just for new issues? Only AG51 on closed blocks?
