I think part of the issue is that some companies are also bank-holding companies. The result is that all of their operations now come under Federal oversight, including insurance operations.

ERM would also be an area that would need to have some idea of how banks operate; not necessarily the minutiae of details so much as "what's similar" and "what's different" and a good understanding of the high-level nuances with what's really different within the "what's similar" category.

In my experience pure quant number crunching and data science roles are already oversupplied in banking and therefore actuaries would first need to identify and develop demand for qualified actuarial services that are not - and cannot, most likely in a regulatory sense - be provided by anyone but qualified actuaries.

Qualification Standards, the Code of Professional Conduct and ASOPs are fundamental to CAS/SOA/AAA Members and regulated insurers, but why would banks care?

there's Basel II, and then Basel III, and all sorts of other regulations which I suppose might need people who know stats

Actuaries have made their name in regulation so maybe that's the idea. Then again the banks have survived without actuaries despite being heavily regulated for a really long time now, so why would that change?

I am not an expert in these regulations, just rambling here.
