Are the requirements that they're still alive and have met IRL?

I know lots of credentialled actuaries that I've not met IRL.

what is allowed as a link? worked together at work? on a CAS committee? knew each other at school? just know each other socially from industry events? interviewed with a person? neighbors?

no more than 3, assuming CAS only.
