So if he makes $100,000 this year, he will only pay the normal personal incomes tax on $80,000?

Seems to be how people are reading it. A lot of these things are "clarified" in later IRS rulings, and just seems unlikely to me that this will stay, but that does seem to be the current expectation.

I talked to my accountant about this yesterday. He's hopeful that it will apply to Actuarial Consultants. The IRS still has some guidance that is vague, even for his practice. When he follows up with me about it I will let everyone know.

One thing that is getting a little annoying is when I tell people outside of the industry my e-mail address:

twholm@southportfsa.com

They will repeat it back with the f and s backwards :
