New Rocket Pass in Rocket League is kinda meh to me. Not a big fan of most of the wheels or the car. That being said, it is still worth 10 keys for me, so I just went ahead and got it. Some of painted variants I'll get in a few months will make it worthwhile.

How does humble bundle monthly work? If you see a couple games for cheap that you want? Can you subscribe that month and then cancel it?

You can pay for an individual month and cancel it. I picked up a single month awhile ago. It's cheaper if you pay for multiple months at a time. I think it's $12 for a single month and $10/month if you subscribe to 12 straight.

Each month they typically show the 1 or 2 biggest titles at the start, which you can play immediately upon subscription. Then there's a mixed bag of 6 or so less-known titles you don't know about until the window for subscription closes. Think of it as one of those monthly subscription boxes for video games. You could get a great deal, you could get a bunch of junk. Most of them are pretty meh imo, every so often there's a solid deal (Hollow Knight + Hitman Season 1 for $12 was great if you had neither).

No, it's the same as the other bundles on the site, once the offer period ends you can't get them anymore.
