I. PREAMBLE
The Rebel Forum Keeper League is designed so as to reward a fantasy owner with the ability to assess football talent and be knowledgeable of most if not all roster players in the NFL. The league design should give every team a reasonable chance to contend for the title each year. Owner’s should be able to decide whether to make themselves better for the current season at the expense of one or more future seasons, or improve their chances in future season by sacrificing current season performance.

II. Amending the Rules
A two-thirds majority (rounded up) of the teams is required to change a rule.

III. Rosters
A team’s active roster consists of 10 players broken down as follows.
2 QB
2 RB
2 WR
1 Flex (RB/WR/TE)
1 TE
1 K
1 DEF
In addition to the 10 active players, teams must carry 6 reserve players at any position so long as they can field a legal line-up for the upcoming week.

IV. AUCTION RULES:
The NFL player auction is held on the forum over a 3 week period, starting in early August.
The commissioner(s) will serve as the auctioneer.
Each team must acquire 16 players at a cost not to exceed $200. An owner may open a bid at a minimum of $1, and the bidding process proceeds at minimum increments of $1. Larger bid increments may be used. The highest bidder acquires the player. This process continues until all 16 spots are filled for all teams.
The order for nominating players will be determined randomly prior to the auction and will remain constant throughout in a snake fashion.
The owners will take turns opening the bidding on players and defenses that they select. All bids will be made in whole dollar amounts ($1 minimum), with the highest bidder being awarded the player.
An owner will be required to cease bidding for a player if a higher bid would leave him with less than $1 auction money for each remaining empty spot on his roster.
Trades are permitted during the auction but may involve players only, auction dollars cannot be traded. The final bid price for a player traded at the auction transfers with the player and is deducted from the new owner’s auction bankroll; the bid price for the traded player is also added back to the original owner’s auction bankroll.
At no time during the auction may an owner possess players with total auction values exceeding $200.
Teams do not have to spend all their money in the auction.
Only players on an active NFL roster, whose draft rights are held by an NFL team, or that have previously appeared on an NFL roster, may be bid upon during the auction.

V. Salaries and Contracts
A player’s salary will be determined by his winning auction bid.
Whenever a player is picked up, their “contract” begins. This contract lasts for 3 years, and is transferred during any trades, and cancelled via drops. If Player A drafts Portis and holds him for 2 years then trades him to Player B, Player B can only keep him for 1 year before his contract runs out.
During the three years of a player’s contract, their salary will increase by fixed amounts of 5 and 10 for the 2nd and 3rd years, respectively.
A player that is released and then reaquired by the releasing team during the same week will retain their contract years.
If you drop a player at any time besides the offseason, half of the player's salary stays on your salary cap.

VI. Free Agents
Once the draft is completed, teams will receive an additional $100 for free agents and trades. This goes on top of the initial $200 for the draft, resulting in a final salary cap of $300. The bidding will be taken care of on the league website, with free agent signing periods to be announced. All signing periods will be extended open auctions. There will be weekly signing periods.

VII. Trades
Trades must be approved by the Commissioner(s).
Trades can include money, players, or future money (i.e., $10 of next years draft allotment). Regardless, all trades must ensure that nobody goes over the salary cap at any time.

VIII. The Season
The season will run from NFL week 1 until NFL week 16.
The structure will be head to head. There will be no playoff system.
Here is how points will be awarded:

Holding Opposing Team to

2-7: 5 points
Holding Opposing Team to Under 200 yards:
5 points

IX. Prizes
Prizes will be awarded based on both week performance and season performance.
The top four overall week performances based on points will be rewarded:
1st: $150
2nd: $125
3rd: $100
4th: $50
The top three finishers based on overall season record will be rewarded:
1st: $400
2nd: $200
3rd: $100
These prizes will increase depending on the buy-in.
