Question Composite Rating

I don't quite understand either of these composite rating problems (D2 and D3):


Here are the provided solutions


I don't understand where the denominators (4000 and 8M/1000) are coming from. Can somebody explain this?

Sorry for the late response. It's from the "ACTEX Study Manual for CAS Exam 5 Spring 2020 Edition" by David H. Deacon and Peter J. Murdza.
