Default For FSA modules will not having DMAC matter?

Before the deadline? If one has all current modules but no DMAC will New modules need be taken due to SOA changes?

The way I understood it was yes, all the module requirements had to be complete by the deadline (the module requirements include the FSA modules and DMAC), else you are subject to the new rules.
