then you shouldn't be able to backtime anything more than 15 min old, as chances are, if no one has said anything in 15 min, there is nothing to catch up on.

Well not everyone uses chat only to catch up. People use it to see conversations that they missed. If it weren't for backtime, chat highlights would be somewhat shorter. At least the ones that featured me wouldn't be in there. Why would anyone want less chat highlights?

Yeah, says someone with that username is already logged on and won't let you in. Better hope it doesn't happen to you. I know how devastated you'd be if you were locked out of chat.
