What he means is: we don't agree with sex outside of marriage, since condoms facilitate this, we'll just spread some false rumors so that the percieved choice is between abstinence and AIDS. That, because of these rumors, more people will end up being HIV positive, doesn't really matter, these people end up in hell anyway. If even a single person chooses abstinence over condoms, it is an extra soul saved.
