The passmark is the so-called "technical" passmark, rounded up to the next whole percent (if not already a whole percent). If a score equal to the technical passmark were possible, then a person with that score would pass. In this case, as you can see, achieving the technical passmark is impossible, because actual scores are "lumpy." So the lowest possible score that passed is a bit higher than the released passmark.
