It is clearly the fault of the design of the online application. The company could have been more specific, but since they aren't, they are the ones taking a chance. OP is justified in saying yes, since he will be OK provided he gets an offer. And if he doesn't get an offer, who cares?

Just My Opinion (Although this statement is my opinion, and I am an actuary, it's still not a statement of actuarial opinion, and you really shouldn't rely on it.)

fwiw, my problem isn't with U.S. citizenship. The question was: "do you have experience with catastrophe modeling?". It's an entry level position, so I don't see how many (if any) applicants will have experience here.

I said no. I haven't heard anything. I think I'll contact them in the next few days.

You definitely wouldn't want to have said "yes" to that. A yes answer, especially at entry level, would catch the eye, and if you weren't prepared in an interview to back it up with something (such as an internship at RMS), that would be a definite black mark.
