It was the immediate pre-race stuff that gave me that impression. I'd link to a video of it but it appears that NBC is still holding on to its preshusssssssss and no unremoved-due-to-copyright-violation versions of it are to be found on the youtube.

The "theatrics" I was referring to included that. On the European circuit the fans love his crazy pre-race gestures and antics.

You're waaaay overestimating the earnings of swimmers. Swimming medalists who aren't megastars like Phelps and Lochte don't make that much after accounting for training and travel expenses. That's not such a great logical argument. I personally don't like his antics but would pay to watch the fastest man on earth run in the Olympics in a very high profile signature event. So the fact that people want to see that particular race does not in any way imply that those same people like his antics. We should know better given where we post.
