JAM's Condensed outline has two whole pages of dry facts on BIS1988-2000+. These look more like history textbook to me rather than investment knowledge.. Is it safe to just skip those? I feel it is almost impossible to get those details in my little stuffed massy brain now....

I think that it is worthwhile to know the 2000+ sections, but it is probably unlikely that anything prior to that would come up. They referenced that in several other sources, so it is definitely fair game.

Along that note...know why the changes were made. This gives you an insight to what it was before and what it went to.
