Can you explain the significance? Will a pope pick the name of a historical/biblical figure he admires? Any random name? Does it have anything to do with his nationality? Does the pope pick it himself or the college of cardinals?

The newly elected Pope picks the name himself, and I suppose it doesn't necessarily have signifcance. There's nothing to stop him from using a dart board to make the choice. However, usually, he'd have some reason -- I read that the current Pope seriously considered being "Stanislaus" (after the patron saint of Poland) before settling on "John Paul."

If the next Pope reused the name of a recent Pope, I suspect that would be taken as a signal that he admired the earlier Pope and intended to follow a somewhat similar philosophy.

I think the next Pope will want a change from "John Paul," and "Pius" is not at all likely either, because the most recent Pius (XII) is a figure of some controversy.

Well, I will take Leo then. No, I don't have any reason. Isn't this poll a little bit, um.... I don't know the word. You know, the pope is extremely frail, and it's sort of like we're doing a poll on November 1 as to whom the new Pres will pick for his cabinet.

Well, yes, at least if considered in isolation, but we already have at least two others threads going that speculate about the next Pope, so this seemed like a harmless addition.

I think if the next Pope knows what good for him, he'll want to modernize some of the philosophies of the church and so will choose a name that reflects that. That pretty much rules out any name that's ever been used before.
