Default Cruel to be Kind

I was reading through the Murder the Oppressor threads and it got me thinking about this quote:

One who is merciful to those who are heartless will end up being heartless to those who are merciful.(Midrash Zuta, Midrash Tanchuma, Yalkut Shimoni)

Also the whole idea that mercy for those who performed acts of heartlessness and cruelty of such magnitude that even performing an act of mercy to them is in a sense an act of cruelty to those that this person harmed/tortured/murdered/raped/etc.
