Seems to be the reaction of both Israeli's and Palestinians.
JERUSALEM, Sept. 18 — Palestinian leader Yasser Arafat announced Tuesday that he is unilaterally enforcing a cease-fire, and Israel responded by ordering a halt to military operations.
