Default AG43 and NY Reg 151

First off - I've done the obligatory Google searches (in general and of AO).

What is the relationship between AG43 and NY Reg 151. An amendment to NY Reg 151 says the following:

(d) In the case of variable annuities and other contracts involving certain guaranteed benefits similar to those offered with variable annuities, standards for the valuation of reserves are governed by section 83.3 of this Title.

This seems to point VA reserve standards to 83.3. I assume this is part of NY Reg 172. The 83.3 section there doesn't seem applicable.

Any thoughts?

I believe Section 83.3 points to the AP&P manual, which then points to AG43.
