Default What kind of websites would block you if 'they see you coming from a company'?

So we hired this toolbag a couple months ago and he sets up is personal laptop every day, in addition to his regular work computer. I've never asked him why because he's a douche and I try to limit my contact with him but today someone asked him why he had an extra computer and his answer was 'so I can go to websites - some websites block you if they see you coming from a company'. I assume he means by the IP address.

WTF is he talking about?

Could there be any legitimate reason for this? Like if he wanted to access a competitors website for research (not his job but i'm reaching here...)

Likely. Does he have a 3G data connection for the laptop? I'm assuming he does, but have to ask.
