Believe me, sometimes upgrading that stuff is a real bitch. When I was still developing software, I was migrating a totally functioning legacy system to new technology. The investment the company can have to make into doing that kind of thing can be absolutely massive.

My company "recently" underwent a merger so it's legacy this and legacy that all damn day. Worst thing is half the office uses excel 2003 (.xls) and the other 2007 (.xlsx) which causes all sorts of ridiculous compatibility issues with "legacy" tools... I'm so looking forward to upgrading everyone to 2010.

It's not stuff that's no longer useful. It's stuff that is still useful/needed and is too expensive to replace, despite being old and crappy .
