Everyone got CL actuaries at PL actuary costs in year 1. Always a glitch. Consider it a break, but the costs are corrected going forward.

is 'average cat loss exposure' our expected cat loss cost that will determine reinsurance pricing, or is it average loss given a catastrophe or something like that?
