I simply reason that "the exam is going to require at least 15 mins of thinking". And then I just pretend that I have 4 hours + 15 minutes, using the 15 minutes to go from #1 to #2 to #3, etc, thinking about the answers to each problem. I never get further than halfway, but it doesn't matter; time is fungible.
