As long as you are American, it is very easy for you to work in other countries (specifically in middle east and Asia) if you don't mind about the low salary.

50k out of the 1.5M people, who have applied, are getting their green card

Probability = 5/150 = 0.0333, in avg, i will get my green card when i apply for it thirty times.

I applied for over 150+ actuarial and non-actuarial jobs, got 34 interviews, 0 offer. For me, a low GPA international student, there is no chance to get a job here.

34 (phone) interviews? How many in person? Did most of them know you need sponsorship before the interview?

I have missed the lottery as well by 2 days and I am very disappointed now...

Do companies even consider getting visas for international candidates?

From my experience, I would say changes are small to be considered if there are so many local candidates....

We are also not facing any booming market in the US at the moment but on the other hand in the UK or in Europe because of Solvency II....

Yes for entry level. Credential actuaries can get about the same salaries as the entry level in us after a few years experience.
