Default War: Canada vs Mexico

Who would win this war? Assume the USA (and all other countries) remains independent. Also the USA does not allow either country access to land, airspace or waters.

I have researched this and will provide my answer later.

Canada, hands down IMHO. Why do you think we have all these CanDu nuclear reactors that can create enough fissile material for a bomb in like 2 minutes?

I think it depends if the drug cartels got involved. Without it, I think the Canadians would win. With cartel involvement, I think Mexico would.

After we nuke all their major cities, the cartels won't really play into it.

Wouldnt Canada win by default? All the Mexicans are currently in the US. There would be nobody to fight back.
